What's the difference between a survey's category and its target audience?

Category (Pulse, Annual, Team, Exit Interview, and others) is just organizational metadata, it doesn't affect who receives the survey. Target audience, All Employees, Department(s), Role(s), or Specific Employees, is the actual control over who gets it.
