Duties & Responsibilities
Develop, update, and manage MEL Plans in collaboration with country and global teams.
Ensure rigorous, timely, and relevant measurement systems.
Design and oversee systems for data collection, quality assurance, analysis, and reporting.
Align MEL systems with national HMIS tools.
Report indicator results to Seed Global, donors, and stakeholders.
Support donor reports and communication materials.
Execute daytoday MEL activities in partnership work plans.Data Management
Develop and update data collection tools and templates.
Lead data collection and implement quality assurance systems.
Ensure MEL practices meet GCP and ethics standards.
Protect participant data and confidentiality.
Manage training data systems to track trainers and students.Adaptive Management
Use monitoring insights to inform planning and decisionmaking.
Create data visualization tools and dashboards.
Foster collaborative learning through reviews, conferences, and exchanges.
Document success stories, lessons learned, and knowledge products.
Monitor and evaluate QI activities for effectiveness.Partner Engagement & Capacity Development
Build relationships with partners and stakeholders.
Identify MEL capacity needs and provide technical support.
Develop MEL training materials and workshops.
Supervise MEL team members and provide (adsbygoogle=window.adsbygoogle||[]).push({});mentorship.
Recruit and train consultants or assistants as needed.Qualifications
Qualifications
Master’s degree in Public Health, Epidemiology, Health Informatics, Statistics, or related field.
Minimum 5 years’ experience in project monitoring, evaluation, and research.
Experience collaborating with and strengthening MOH systems.
Proficiency in quantitative and qualitative data collection and analysis.
Ability to design paperbased and mobile data tools.
Strong writing and reporting skills.
Experience with DHIS2, LMIS, iHRIS, and statistical software (SPSS, Stata).
Proficiency in Microsoft Office and Power BI.
Excellent interpersonal and communication skills.
Fluent in English; willing to travel locally and internationally.Working Conditions

Fulltime (40 hours per week).
Based in Kampala office.
