Is Organization Settings the only thing separating Admin from HR?

It's the most consistent, clearly confirmed difference across every module audited, HR runs the same operational workflows as Admin everywhere else. If you're unsure whether Admin or HR can do something, assume they're equal unless it's specifically Organization Settings.
