If an employee's country isn't among the eight currently supported (Nigeria, Kenya, Ghana, South Africa, Rwanda, Cote d'Ivoire, Uganda, Senegal), the payroll tax engine doesn't have rules for them yet, this would need to be handled outside the tool for now.
