Key Responsibilities

HSE Management System & Compliance:

  • Expected Result: Construction activities are carried out in accordance with the Company's HSE management system, applicable laws, ISO requirements and project standards.
  • Implement and monitor the Company's HSE policies, procedures and approved safety plans across projects and offices.
  • Ensure compliance with applicable Nigerian HSE legislation, client requirements and relevant ISO 45001 and ISO 14001 principles.
  • Conduct regular HSE compliance inspections and audits.
  • Maintain required HSE records, registers, procedures and documentation.
  • Advise Management and project teams on HSE requirements and corrective actions.

Site Safety Management & Risk Control:

  • Expected Result: Construction activities are properly risk-assessed and conducted in a safe manner, with hazards controlled before they result in incidents.
  • Identify hazards and assess risks associated with construction activities.
  • Ensure Job Safety Analysis (JSA), Risk Assessments and Method Statements are prepared and implemented for high-risk activities.
  • Monitor compliance with safe systems of work, Permit-to-Work requirements and site safety rules.
  • Inspect scaffolding, excavation, lifting operations, work at height, electrical works, plant, machinery and other high-risk activities.
  • Stop or recommend suspension of unsafe work where there is an immediate risk to life, property or the environment.
  • Ensure appropriate PPE and safety controls are available and properly used.

Safety Training, Communication & Competence:

  • Expected Result: Employees, contractors and site personnel understand their HSE responsibilities and are competent to perform their duties safely.
  • Coordinate site inductions, toolbox talks, safety briefings and HSE training.
  • Identify HSE competency and training gaps and recommend appropriate training.
  • Ensure employees, contractors and visitors understand applicable site safety requirements.
  • Promote safety awareness and a proactive safety culture across projects.
  • Maintain records of inductions, training, toolbox meetings and competency assessments.

Incident Management, Investigation & Emergency Preparedness:

  • Expected Result: Incidents are promptly reported, investigated and prevented from recurring, with effective emergency response arrangements in place.
  • Establish and maintain procedures for reporting and investigating accidents, incidents, near misses and dangerous occurrences.
  • Lead or coordinate incident investigations and identify root causes.
  • Recommend and monitor corrective and preventive actions.
  • Maintain emergency response plans and coordinate emergency preparedness drills.
  • Ensure incidents are reported to Management and relevant authorities where required.
  • Monitor incident trends and recommend preventive measures.

Environmental, Health & Construction Site Standards:

  • Expected Result: Projects maintain appropriate environmental, occupational health and site welfare standards.
  • Monitor waste management, pollution prevention, dust, noise, hazardous materials and environmental controls.
  • Ensure proper sanitation, drinking water, welfare facilities and general occupational health provisions at project sites.
  • Monitor housekeeping and site conditions to prevent accidents and environmental harm.
  • Coordinate occupational health requirements, including medical fitness requirements where applicable.
  • Identify environmental and health risks and ensure appropriate controls are implemented.

HSE Reporting, Audit, Performance & Continuous Improvement:

  • Expected Result: Management has accurate visibility of HSE performance, risks and improvement actions across the Group.
  • Prepare weekly and monthly HSE performance reports using approved Company templates.
  • Monitor HSE KPIs, incidents, inspections, observations, corrective actions and compliance trends.
  • Conduct internal HSE audits and follow up non-conformities to closure.
  • Maintain HSE registers and evidence required for Management, client and regulatory audits.
  • Review HSE performance and recommend improvements to policies, procedures and site practices.
  • Ensure lessons learned from incidents and audits are communicated across projects
