INVITATION TO SUBMIT PROPOSAL
CODERHI, under the project "Support to Improving Social Cohesion through Community Development Planning in 3 LGAs in North-East Nigeria," implemented by Oxfam in partnership with CODERHI, CRUDAN and YAHARAKARI Women and Youth Empowerment Foundation (YAHARAKARI), with GIZ as a partner, invites qualified and experienced consultants/consulting firms to submit Technical and Financial Proposals for the following consultancy:
"Consultancy for Capacity Strengthening of LGA Political and Administrative Leadership on Inclusive, Gender-Responsive and Participatory Governance, Planning, Budgeting and Citizen Engagement."
The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), with co-funding from the European Union.
The consultancy will support political and administrative leaders in Guyuk, Biu and Kwaya Kusar LGAs to strengthen inclusive and participatory governance, gender-responsive planning and budgeting, citizen engagement, social accountability, and the integration of community priorities into LGA planning, budgeting and service delivery processes.
The assignment will be implemented over 19 working days, with training delivered separately in Guyuk LGA and jointly for Biu and Kwaya Kusar LGAs at a centralized location, as specified in the Terms of Reference (ToR).
Interested consultants/consulting firms are invited to submit their proposals in accordance with the requirements and specifications contained in the attached Terms of Reference, which forms an integral part of this RFQ.
BACKGROUND
The project seeks to strengthen social cohesion and promote inclusive governance through participatory Community Development Planning processes across 31 wards in Guyuk, Biu and Kwaya Kusar LGAs.
The project has supported community-level structures, including Ward Development Support Committees (WDSCs), to participate in development planning and articulate community priorities.
To support the translation of these community priorities into sustainable development actions, the project seeks to strengthen the capacity and commitment of LGA political and administrative leadership to recognize, consider, integrate and respond to community priorities through existing government planning, budgeting and service delivery systems.
The proposed training will strengthen the capacity of LGA leadership on inclusive and participatory governance, participatory planning, gender-responsive planning and budgeting, citizen engagement, social accountability and institutional mechanisms for sustaining community participation.
PURPOSE OF THE ASSIGNMENT
The purpose of the consultancy is to strengthen the capacity of core political and administrative leadership in the three target LGAs to effectively drive and support inclusive, participatory and gender-responsive governance and planning processes that contribute to sustainable Community Development Planning implementation.

SCOPE OF THE CONSULTANCY
The successful consultant/consulting firm will be expected to undertake the assignment in accordance with the attached ToR.
The major components include:
The consultant will be expected to contextualize the training based on the findings of the training needs and contextual review and relevant project, state and LGA planning and budgeting documents.
TRAINING ARRANGEMENT
The assignment will cover the three project LGAs.
Guyuk LGA
The training for Guyuk LGA will be conducted separately at an appropriate venue within Guyuk LGA or another mutually agreed location.
Biu and Kwaya Kusar LGAs
The training for Biu and Kwaya Kusar will be conducted at a centralized location, with approximately 25 participants from each LGA.
The centralized arrangement is intended to facilitate cross-LGA learning, experience sharing, discussion of common governance and planning challenges and consistent delivery of the training content.
The centralized location will be agreed by consortium partners, taking into consideration security, accessibility, travel requirements, cost-effectiveness, availability of appropriate facilities and suitability for the joint training.
INDICATIVE PARTICIPANTS
The training will target approximately 25 core political and administrative leadership representatives per LGA, subject to final confirmation.
The participants may include LGA Chairpersons and Vice Chairpersons, representatives from Councilors and Supervisory Councilors, Secretaries of the Local Government, Heads of Departments, Budget and Planning Officers, Community Development Officers, Gender Desk Officers, relevant technical staff and other relevant LGA personnel.
DURATION
The consultancy shall be completed within nineteen (19) working days.

REQUIRED QUALIFICATIONS AND EXPERIENCE

FINANCIAL QUOTATION
The consultant/consulting firm shall submit a detailed financial proposal covering the full scope of the assignment.
The quotation should be presented in the following format or an equivalent detailed format:

The consultant/consulting firm should ensure that the financial proposal is consistent with the technical proposal and the scope of work contained in the ToR.
The consultancy is covered under an approved CODERHI project budget line, and all expenditure shall comply with applicable procurement, financial documentation and tax requirements.
PAYMENT TERMS
Payment will be made against satisfactory completion and acceptance of agreed deliverables.
Payments will be subject to applicable statutory deductions, including withholding tax where applicable.
No payment will be made for an incomplete or unsatisfactory deliverable until the required revisions have been completed and accepted.
SAFEGUARDING, GENDER AND INCLUSION
The successful consultant/consulting firm shall comply with applicable safeguarding, PSEA, gender, inclusion, confidentiality and ethical requirements throughout the assignment.
QUOTATION VALIDITY
The consultant/consulting firm shall clearly indicate the period for which the submitted quotation shall remain valid.
