Job Summary

  • We are seeking an experienced and highly skilled QHSE Manager to join our team who will be responsible for developing, implementing, and maintaining the Quality, Health, Safety, and Environment (QHSE) management systems within our organization.
  • This role requires a proactive and detail-oriented individual who can ensure compliance with relevant laws, regulations, and industry standards while promoting a culture of continuous improvement.

Key Responsibilities

  • Safety Management: Lead the implementation of HSE policies and procedures across all operational sites to achieve zero Lost Time Injuries (LTI) in accordance with international standards (e.g., ISO 9001, ISO 14001, ISO 45001).
  • Compliance & Auditing: Conduct regular site inspections and internal audits to ensure compliance with ISO standards (9001, 14001, 45001) and DPR/NUPRC regulations.
  • Risk Assessment: Perform Job Hazard Analysis (JHA) and risk assessments for all operational activities, ensuring mitigation plans are in place.
  • Incident Investigation: Lead investigations into near-misses or accidents, providing detailed reports and corrective action plans to Management.
  • Training & Induction: Coordinate safety inductions for new staff and contractors, and conduct regular Toolbox Talks and specialized safety training.Provide training and guidance to employees on QHSE matters, ensuring awareness and adherence to policies and procedures.
  • Environmental Monitoring: Oversee waste management protocols and ensure all operations minimize environmental impact in line with state and federal laws.
  • Reporting: Prepare weekly and monthly QHSE performance reports for the Management team.
  • Monitor and report on QHSE performance metrics, and drive continuous improvement initiatives.
  • Ensure job safety analysis are done for major jobs.
  • Liaising with various government and regulatory agencies.

Requirements

  • Education: B.Sc/HND in Engineering, Environmental Science, or a related technical field.
  • Professional Certifications: Have necessary certification for this role. Membership in ISPON or relevant safety bodies is a strong plus.
  • Experience: 5 - 8 years of active experience in QHSE, preferably within the oil and gas, logistics, or maritime sectors.
  • Technical Skills: Deep knowledge of Nigerian maritime and oil/gas safety regulations (DPR, NIMASA, Federal Ministry of Environment).
  • Leadership: Proven ability to manage a team of safety officers and influence staff at all levels toward a "safety-first" culture.
  • Location: Must be based in Port Harcourt or willing to relocate.
  • Excellent communication and leadership skills.
  • Ability to work independently and collaboratively in a fast-paced environment.

Anchor Root Cause Analysis (RCA) for repeat failures and translate findings into closed-loop improvements. Lead all HAZID, HAZOP, JSA, SIMOPS and Permit-to-Work systems across sites and yards. Build and rehearse Emergency Response Plans covering fire, oil spill, medical evacuation, security and gas release scenarios. Serve as the company's primary QHSE liaison with regulators (NUPRC, NMDPRA, NOSDRA, FMEnv, DPR-legacy, State EPAs) and client HSE managers at IOC/NOC operations. Maintain zero non-compliance notices; manage all regulatory submissions, EIAs, environmental audits and post-impact assessments. Represent QHSE in pre-qualification, tender clarification and contract award meetings. Build the QHSE competency framework; deliver mandatory training (HSE Induction, BOSIET, defensive driving, working-at-height, confined space, H2S awareness). Champion Lean and Six Sigma initiatives to reduce rework, NCR cost and process variation. NEBOSH International General Certificate (IGC) minimum and NEBOSH International Diploma (or equivalent) highly preferred. ISO 9001, ISO 14001 and ISO 45001 Lead Auditor certification (IRCA / Exemplar Global). Certified PTW Authorizer; H2S, BOSIET / FOET, and HUET will be required for offshore-eligible candidates. IOSH Managing Safely or equivalent management-level HSE credential and Lean Six Sigma Green Belt (Black Belt desirable). Nigerian regulators: NUPRC, NMDPRA, NOSDRA, FMEnv, NCDMB including the NOGICD Act and NCD reporting cycles. Environmental: EGASPIN, Nigerian Environmental Standards & Regulations Enforcement Agency (NESREA) regulations, MARPOL where applicable. Unflinching personal integrity; ability to say "stop" to a Project Director when safety demands it. Executive presence; able to brief a client's HSE Director or an IOC Asset Manager with credibility. Data-driven decision making; fluency in QHSE analytics, leading and lagging indicators. Coaching mindset builds capability rather than creating dependency.
