Purpose of the Position

  • Lead and oversee all project QA/QC activities across engineering interfaces, procurement quality follow-up, yard fabrication, E&I works, offshore installation, hook-up, pre-commissioning, commissioning, start-up support and handover.
  • Act as the primary QA/QC focal point towards COMPANY and coordinate quality interfaces with the consortium partner, subcontractors, vendors, marine contractors, third-party inspectors and certifying authorities.
  • Ensure compliance with the Contract, Project Quality Plan, approved procedures, applicable codes and standards, COMPANY requirements and the ENGINEER Quality Management System.

Reporting and Interfaces:

  • Reports to the Project Manager.
  • Functionally interfaces with Corporate QA/QC Management, COMPANY, the consortium partner, Engineering, Procurement, Construction, Yard Management, HSE, Marine, Logistics, Commissioning and Offshore teams.
  • Provides overall governance above yard QC managers, discipline inspectors and project quality personnel.

Key Responsibilities

Project Quality Management:

  • Develop, implement and maintain the Project Quality Plan, Quality Control Plan, project procedures, inspection strategy, audit programme and quality reporting system.
  • Coordinate QA/QC activities throughout the full EPC lifecycle and ensure consistent application of project quality requirements by all parties.
  • Promote a strong project quality culture and escalate significant quality risks, deviations and recurring issues to Project Management.

COMPANY and Consortium Interface:

  • Serve as the central QA/QC contact for COMPANY and lead quality meetings, reviews and follow-up actions.
  • Oversee the consortium partner procurement quality process without duplicating its direct procurement QA/QC responsibilities.
  • Monitor procurement quality status, vendor inspections, certification, release notes, vendor NCRs and quality dossiers, and escalate issues affecting fabrication, schedule, offshore execution or handover.

Yard Fabrication and E&I Quality:

  • Oversee quality activities for structural, piping, mechanical, welding, coating, NDT, E&I installation, preservation and pre-commissioning preparation at the fabrication yard.
  • Ensure compliance with approved ITPs, method statements, drawings, specifications and project procedures.
  • Monitor RFIs, inspection records, test packs, welding and NDT records, material traceability, calibration records, punch items and quality dossiers.
  • Coordinate timely resolution and close-out of NCRs, corrective actions and fabrication quality issues.

Offshore Installation, Hook-Up and Commissioning:

  • Oversee QA/QC activities for load-out, transportation, offshore installation, hook-up, pre-commissioning, commissioning, start-up support and final handover.
  • Ensure offshore quality activities are properly planned, staffed, executed and documented.
  • Monitor inspection, testing, reinstatement, mechanical completion, punch list clearance, system handover and final acceptance.
  • Control site queries, field changes, technical deviations and Management of Change arising during offshore execution.

Marine Spread and Logistics Quality:

  • Coordinate quality review of vessel and marine spread documentation, class and statutory certificates, inspection records, lifting appliances and equipment certification.
  • Verify preservation, transportation and cargo-handling quality requirements in coordination with Marine, Logistics and HSE teams.
  • Track inspection findings, punch items and close-out actions required before mobilisation and offshore operations.

NCRs, Registers and Change Control:

  • Manage the project NCR, audit, deviation, concession, site query, inspection, punch list, MoM action and quality documentation registers.
  • Ensure non-conformances are identified, investigated, dispositioned and closed through effective corrective and preventive actions.
  • Assess quality-related changes for technical, contractual, schedule and handover impacts.
  • Coordinate resolution of quality issues with Engineering, Procurement, Construction, Offshore teams, the consortium partner and COMPANY.

Audits, Reporting and Compliance:

  • Prepare and implement the Project Quality Audit Programme covering internal activities, the consortium interface, yard execution, subcontractors, vendors and offshore operations.
  • Lead or participate in audits and ensure timely closure of findings.
  • Prepare quality inputs for weekly and monthly reports, including KPIs, NCR status, inspection status, audit findings, open actions and risks.
  • Ensure compliance with Contract requirements, COMPANY standards, ENGINEER QMS, applicable legislation, codes, regulatory requirements and certifying authority requirements.

Mechanical Completion, Handover and Final Documentation:

  • Oversee quality readiness for mechanical completion, pre-commissioning, commissioning and system handover.
  • Ensure punch lists are correctly classified, tracked and closed.
  • Verify completeness and timely submission of final quality dossiers, inspection records, test certificates, as-built documentation, vendor documentation, commissioning records and handover packages.

Qualifications

  • Bachelor's degree in engineering or a relevant technical discipline.
  • Minimum 10 years of QA/QC experience in Oil & Gas, offshore, EPC/EPCC or major construction projects.
  • Previous experience as QA/QC Manager, QA/QC Lead, Senior QC Engineer or equivalent on an offshore or EPC project.
  • Proven experience in fabrication yard activities, E&I works, offshore installation, hook-up, pre-commissioning, commissioning and handover.
  • Experience managing interfaces with clients, consortium partners, subcontractors, vendors, third-party inspectors and certification bodies.
  • ISO 9001 Lead Auditor or equivalent quality certification preferred.
  • Technical Competencies
  • Project Quality Plans, Quality Control Plans, ITPs, audit programmes and quality KPIs.
  • Inspection coordination, welding/NDT, structural, piping, mechanical, coating and E&I quality control.
  • Vendor surveillance, procurement quality follow-up, certification and material traceability.
  • NCR, deviation, concession, site query and Management of Change processes.
  • Mechanical completion, punch list management, system handover and final documentation.
  • Offshore marine spread documentation, lifting equipment certification and transportation quality requirements.
  • Good command of applicable offshore Oil & Gas codes, standards and contractual quality requirements.
