The Protection/CRM (Complaints and Response Mechanism) Officer leads the technical integration of humanitarian protection principles, safe programming, and accountability systems under the WFP-supported Integrated Food System and Resilience Project implemented by Chabash Development and Health Initiative (CDHI) in Jakusko LGA, Yobe State. The position ensures that all project activitiesincluding agricultural support, Cash-for-Work (CfW) infrastructure projects, water resource development, and market initiativesare safe, inclusive, transparent, and responsive to community needs. The Officer oversees protection risk assessments, establishes localized Gender-Based Violence (GBV) referral pathways, and manages accessible, safe, and confidential community feedback and complaints channels.
- Protection Mainstreaming & Risk Analysis: Conduct continuous protection and safety risk assessments across all project sites (including Cash-for-Work construction sites, solar irrigation hubs, distribution points, and processing centers) to identify, prevent, and mitigate risks of violence, exploitation, exclusion, and community tension.
- Management of CRM Channels: Establish, operationalize, and maintain transparent, safe, accessible, and confidential Complaints and Response Mechanisms (CRM)including suggestion boxes, dedicated hotlines, and field-level help deskstailored to the local socio-cultural context of Jakusko LGA.
- Feedback Processing & Resolution: Log, classify, investigate, and route community complaints, feedback, and inquiries according to established CDHI and WFP standard operating procedures, ensuring timely response and loop-closing with community members.
- GBV Risk Mitigation & Referral Pathways: Map existing GBV and protection service providers in Yobe State; establish clear, survivor-centered referral pathways and train project staff and field volunteers on safe, confidential handling and reporting of protection disclosures.
- Inclusion & Vulnerability Safeguarding: Monitor beneficiary targeting processes to ensure equitable access and non-discrimination against vulnerable groups, including female-headed households, persons with disabilities (PWDs), elderly community members, and marginalized households.
- Safe Working Environments: Work with engineering, agronomy, and enterprise teams to guarantee that Cash-for-Work sites maintain safe working hours, adequate shade, accessible water points, childcare solutions, and appropriate workloads for vulnerable community members.
- Capacity Building & Awareness: Deliver protection, child safeguarding, human rights, and CRM usage training to CDHI field staff, Project Management Committees (PMCs), community leadership, and local partners.
- Monitoring & Reporting: Track protection and accountability metrics, maintain confidential CRM databases, analyze feedback trends to inform adaptive project management, and produce monthly accountability and protection reports.
Qualifications and Experience
- Education: Bachelor's degree or Higher National Diploma (HND) in Protection/Human Rights, International Law, Social Work, Psychology, Sociology, Development Studies, or a closely related field.
- Experience: Minimum of 3 - 5 years of professional experience managing protection, accountability/CRM, GBV risk mitigation, or human rights interventions within humanitarian or resilience programs in Northeast Nigeria.
- Technical Knowledge: Deep expertise in Protection Mainstreaming frameworks, Do-No-Harm principles, IASC guidelines, Child Protection standards, survivor-centered GBV approaches, and WFP Accountability to Affected Populations (AAP) frameworks.
- Community Engagement: Proven track record in community mobilization, setting up rural feedback systems, and engaging traditional leaders and vulnerable groups in complex or fragile environments.
- Language & Context: Professional fluency in English and Hausa (knowledge of additional local languages spoken in Yobe State is highly desirable); strong familiarity with the local protection landscape and cultural dynamics of Jakusko LGA.
- Expertise in establishing safe accountability channels, protection risk mapping, and Do-No-Harm operationalization.
- Exceptional active listening, survivor-centered communication, and confidential case-handling skills.
- Strong database management, data protection, and analytical reporting capabilities using tools like Excel or KoboToolbox.
- Proven facilitation, mediation, and advocacy skills to engage local authority figures, community structures, and beneficiaries on sensitive protection matters.
- Ability to work independently, maintain strict confidentiality, and solve field operational challenges adaptively.
Prevention of Sexual Exploitation and Abuse (PSEA)
- Serve as the field-level technical lead for enforcing CDHI and WFP zero-tolerance policies on Sexual Exploitation, Abuse, and Harassment (PSEAH) across all project locations.
- Conduct continuous community PSEA awareness campaigns, ensuring community members, Cash-for-Work laborers, and market actors know that all project assistance, inputs, and work opportunities are free and must never be exchanged for favors or sexual acts.
- Manage dedicated, safe, and confidential PSEA reporting channels within the overall CRM architecture, ensuring immediate, highly confidential escalation of sensitive cases to organizational PSEA focal points and management.
- Routinely audit activity points, input distributions, and work sites to ensure environments do not expose women, adolescent girls, or vulnerable groups to exploitation or coercion.
- Adhere strictly to core humanitarian principles, SPHERE standards, Do-No-Harm practices, and WFP Accountability to Affected Populations (AAP) standards.
- Guarantee absolute confidentiality, data privacy, and data security for all feedback records, survivor cases, protection disclosures, and beneficiary registration data.
- Respect local traditional customs, religious values, and community leadership structures while upholding universal standards of human dignity, equality, and non-discrimination.
