Overall Purpose of the Role

  • The role is dedicated to technical coordination, advisory, fundraising and representing DRC in relevant technical fora and working group.
  • The Protection Coordinator is responsible for formulating technical strategy for DRC Nigeria bringing addressing the root causes of displacement, contributing to solutions to displacement and enhancing protection of hard-to-reach.
  • The Coordinator will provide effective, timely technical advisory to the implementation team and to the Country Office Team in line with the technical and country strategy.
  • The role will be responsible for representing DRC in relevant technical fora and working groups on country level and area level, should that be necessary, and supporting the Head of Programme in fundraising efforts for their sector through well-designed strategy, timely updates, advisory and sector engagement.
  • The Protection Coordinator is based in Abuja - but expected to travel frequently the Area Offices and field locations in Borno, Sokoto and Zamfara states and other areas as the geographic presence of DRC Nigeria develops.

The main responsibilities and tasks of the Protection Coordinator:

Technical Coordination and Advisory:

  • Provide technical advisory to the implementation teams and Country Office team on any stage of programme implementation.
  • Lead on creation and roll out of the technical strategy with emphasis on needs of the affected communities, expansion to relevant sectors, and programme integration. Support the Head of Programmes on creating the Country Strategy.
  • Provide technical inputs and review to proposals, reports, assessments and evaluations in line with the technical strategy.
  • Provide technical capacity building to implementation teams and partners.
  • Prepare learning/knowledge products, SoPs and guidelines covering innovative approaches and good practices, to support overall Protection sector development and good-practice implementation.
  • Guide the teams and review protection incident reports, alerts and protection monitoring products.
  • Initiate and contribute to the systematic assessment of Protection sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiatives to strengthen capacities systematically.
  • Analyse Nigeria Protection sector challenges, trends, programmes and projects, with a focus on Protection outcomes, using frameworks, analysis and tools available in the sector.

Representation, Fundraising and Advocacy:

  • Pro-actively lead on DRC's Protection representation with relevant Sectors (Clusters) and working groups on country level and area level when necessary.
  • Engage with relevant stakeholders incl. NGOs, donors and government to promote DRC's Protection programme and support sector's fundraising efforts.
  • Actively seek out new viable partnerships for the Protection sector.
  • Actively seek out appropriate funding opportunities for the sector in line with the sector strategy.
  • Produce materials for Protection advocacy to promote awareness, establish partnerships and support fund-raising.
  • Interact with global and regional initiatives and partnerships for Protection sector.
  • In addition to the above, the Protection Coordinator may be asked to carry out other duties requested by the Head of Programme - but always in the scope of this Job Description .

Experience and technical competencies

Qualifications and Work Experience:

Required:

  • Bachelor's Degree in relevant field (International Law, International Relations, Political Science, Social Work, Humanitarian Assistance, Sociology, Psychology, or another related field).
  • A Master's Degree in the above fields will be an added advantage.
  • At least 5 years of experience working in the field of protection, at least 3 years of which at a senior technical level.
  • Proven experience with proposal and report writing processes.
  • Direct experience with drafting and reviewing of technical SoPs and guidelines, technical papers and analysis.
  • Proven experience with representation in Clusters, Working groups and other relevant technical bodies.
  • Proven experience with impactfully engaging with stakeholders and advocacy initiatives.
  • Experience across sectoral areas of responsibility. In-depth experience in Protection Monitoring, case management, PSS, legal assistance, GBV, and protection advocacy are strongly preferred.
  • Demonstrated knowledge of current sectoral best practices and familiarity with humanitarian architecture.
  • Full professional proficiency in English with the capacity to produce well-written products for formal reporting and communication.

Desirable:

  • Master's Degree from an accredited academic institution in relevant field (International Law, International Relations, Political Science, Social Work, Humanitarian Assistance, Sociology, Psychology, or another related field) or equivalent.
  • Experience with capacity building for national partners.
  • Prior knowledge of Nigeria context.
  • Fluency in French.

General context of the project With over a decade of conflict, there have been devastating humanitarian consequences across North-East (Borno, Adamawa, and Yobe (BAY) states) and the North-West of Nigeria. According to the Humanitarian Needs Overview 2023, an estimated 8.3 million women, men, and children need some form of humanitarian and protection assistance. Over 2 million people have been forced to flee their homes due to persistent violence and remain internally displaced. Food insecurity and malnutrition are exacerbated by inflation, poverty, and restricted access due to insecurity, which impedes livelihood opportunities. Gender-based violence (GBV) has been a significant protection concern faced by IDP women and girls in the area. Numerous basic infrastructures, such as hospitals, clinics, and water supplies, are damaged, posing constraints on essential service provision. Epidemics like cholera arising from flooding and overcrowded settings put extra stress on the already vulnerable communities. RESPONSIBILITIES Direct supervision of PSS Workers and Psychologists; Conduct an initial assessment with new PSS Workers; prepare & implement a tailored induction plan including shadowing, observing and conducting role plays; Ensure adherence of PSS Workers and Psychologists to protection principles, code of conducts and internal SOPs; Conduct weekly case conferences to help Psychologists and PSS workers handle critical and difficult cases Review the work of the Psychologists and PSS / Social workers to ensure that the PSS needs of the community are addressed through our intervention Ensure Community Based PSS is delivered according to internal MHPSS guidelines Monitor timescales for response, decision-making and follow-up through the internal MHPSS Platform with support from the Protection Quality and Data Management Officer; Identify staff gaps and training needs when they arise and communicate them to the Protection Program Referent and MHPSS Specialist for his/her action; Coordinate with the Project Manager to lead all day-to-day MHPSS activities in the governorate; Ensure weekly activity plans are created and clearly displayed in PSS activity locations; Ensure the Referral Database is updated on a weekly basis and submitted to the Program Protection Referent; Write and submit weekly/monthly reports to the PM; Manage all requests for information/intervention from the PM; Ensure dissemination of clear and reliable information on service provision and other pre-selected key topics; Submit weekly and monthly activity plans, reports and recommendations; Represent the organization at general coordination working groups and clusters with donors, humanitarian actors and local authorities, when requested; Carry out all tasks respecting key protection principles including but not limited to: PSEA, do no harm, non-discrimination, confidentiality, accountability and need-to-know principles; Specific Duties: Plan and design the Community Based PSS activities in collaboration with the Specialists, the Program Protection Referent and all the team members, accordingly to INTERSOS guidelines on PSS activities; Ensure PSS workers have the appropriate respurces necessary for conducting group activities Ensure all Community spaces - WGFS/ CFS are designed as per internal and International guidelines and collaboration with CBPO in the establishment of the same Ensure that the Guidance and advice provided by the MHPSS specialist and Protection Project Referent are followed by the team and provide feedback to them Ensure that the PSS needs of the community are properly assessed, maped and analyzed and work with the Program Protection Referent and MHPSS specialists to fine tune our intervention to address the needs Ensure all tools for assessment and measuring impact are used properly by the team Ensure the MHPSS Platform is updated on an ongoing basis; review entries and highlight any discrepancies to the Program Protection Referent or PM; Ensure the Referral Database is updated on a weekly basis and submitted to the Project Manager Ensure proper storage of sensitive data through a correct use of internal databases; Assist Project Manager in the planning and facilitation of the induction process for all newly recruited PSS Workers and Psychologists on protection principles, the case management process, the relevant SOPs and the data filing and storing procedures (and other relevant topics); Assist the Program Protection Referent in planning and delivering capacity building training for PSS Workers and Psychologists; Receive external and internal referrals in line with set criteria and allocate them amongst Psychologists/PSS workers; ensure that referring agencies receive timely feedback on actions taken, when necessary and appropriate in light of confidentiality requirements. Education & Professional Requirements: Education Bachelor's degree or HND in Social Work, Psychology, Sociology, or equivalent is an asset Professional experience Minimum two (2) years of relevant work experience (of which preferably one year in a supervisory role); Previous working experience with IDPs, refugees and/or returnees; Strong knowledge of psycho-social programming in the humanitarian context.
