Background and Context

Alimat Care Foundation (ACF) is implementing a project funded by Nigeria Youth Futures Fund (NYFF) titled: Governance Watch: Youth-Led Local Government Accountability Initiative in Northeast Nigeria. This initiative is designed to empower youth across the 6 Northeast states in Nigeria to hold local government officials accountable following the 2024 Supreme Court ruling on local government financial autonomy. Operating through the Northeast Governance Hub, the project deploys a three-phase strategy: Hub establishment and curriculum/scorecard development, youth training and LGA-level accountability dialogues, and multi-platform media amplification (GovernanceWatchNG) ahead of the 2027 general elections. To support the effective implementation of this project, ACF invites applications from qualified, committed, and value-driven individuals for the position of Project coordinator

Position Summary

The Project Coordinator will be responsible for the overall operational management, quality execution, and field monitoring of the NYFF Catalyst Grant.

He/She will lead project planning, supervise youth champion cohorts, manage relationships with partner CSOs and state government stakeholders, oversee media documentation, and ensure rigorous monitoring, evaluation, and donor compliance.

Key Responsibilities & Deliverables

Project Implementation & Coordination:

  • Lead day-to-day execution of the three project phases across implementing states in line with the approved work plan and budget.
  • Oversee the establishment and operational management of the Northeast Governance Hub at the ACF Adamawa office.
  • Coordinate external consultants for the development of the LG Accountability Curriculum and Governance Scorecard tool.
  • Coordinate the development of the Youth Governance Network framework and the event to launch the network.

Capacity Building & Stakeholder Engagement:

  • Plan and facilitate the selection and onboarding of youth accountability champions (ensuring inclusion targets: min. 40% young women, 10% PWDs, and ethnic minority representation).
  • Coordinate state-level 2-day training workshops and manage logistical arrangements for all participants from across the 6 northeast states.
  • Coordinate capacity building on organizational development, civic engagement and advocacy for partner CSOs across the northeast.
  • Maintain active MoUs and technical support relationships with partner CSOs in implementing states, including overseeing mini-grant sub-award activities.

Accountability Dialogues & Advocacy:

  • Organize LGA-level accountability dialogues, connecting trained youth directly with elected LG elected officials across the 6 implementation states.
  • Support advocacy efforts, including the presentation of scorecard findings and policy briefs to the State Houses of Assembly and relevant Ministries of Local Government.

Media, M&E, and Grant Reporting:

  • Collaborate with the communications team to execute the #GovernanceWatchNG media campaign (community radio broadcasts in Hausa/Fulfulde, social media updates, and advocate storytelling videos).
  • Track project indicators, collect field data, and compile high-quality monthly progress reports and final learning reports for NYFF.
  • Coordinate the 1 day learning exchange session.
  • Manage project risks, safeguard protocols, and ensure strict compliance with ACF and donor financial/procurement guidelines.

Required Qualifications & Experience

  • Education: Bachelor's degree in international relations, Political Science, Public Administration, Development Studies, Social Sciences, or a related field. (Master's degree is an added advantage).

Experience:

  • Minimum of 3 - 5 years of progressive experience in NGO project management, civic engagement, youth development, or governance programming in Northeast Nigeria.
  • Demonstrated experience working on local government accountability, budget tracking, or electoral and/or governance projects.
  • Proven experience working with young people.
  • Proven track record in organizing multi-stakeholder workshops, accountability dialogues between right-holders and duty-bearers and managing sub-grants/partner CSOs.

Skills & Competencies:

  • Strong project planning, budget monitoring, and team leadership skills.
  • Excellent written and verbal communication skills in English and Hausa (knowledge of Fulfulde is an asset).
  • Experience embedding Gender Equality and Social Inclusion (GESI) and Protection from Sexual Exploitation and Abuse (PSEA) into field activities.
  • Excellent facilitation and presentation skills
  • Competency in standard office software (Microsoft Excel, Word, PowerPoint).
