Description

  • The Monitoring and Evaluation Officer will lead data collection, performance tracking, and results reporting, ensuring that project outcomes align with the Results-Based Framework and AfDB standards.
  • He or she will design, implement, and manage the project's monitoring and evaluation system, providing data-driven insights to guide decision-making, track performance against objectives, and ensure accountability to AfDB/FAPA and WEWE. He/She will report to the Project Coordinator.

Key Responsibilities and Tasks

  • Design and Implementation of M&E System: Develop M&E framework, indicators, data collection tools, and reporting templates.
  • Data Collection and Validation: Collect, validate, and maintain reliable project data from field activities.
  • Performance Tracking and Reporting: Prepare monthly, quarterly, and annual performance reports aligned with AfDB/FAPA requirements.
  • Baseline, Midline, and Endline Studies: Conduct surveys to assess project impact and inform adaptive management.
  • Learning and Knowledge Management: Analyse trends, document lessons learned and develop success stories to inform stakeholders.
  • Capacity Building: Train project staff, MSMEs, and partners on M&E systems, tools, and reporting processes.
  • Data Visualization and Decision Support: Produce dashboards, charts, and summaries to guide project management and strategic decisions.
  • Compliance and Quality Assurance: Ensure adherence to AfDB/FAPA M&E standards and conduct periodic data quality checks.

Deliverables

  • Functional M&E framework and system.
  • Baseline, midline, and endline survey reports.
  • Monthly, quarterly, and annual M&E reports.
  • Data dashboards and visualizations for management use.

Qualifications and Experience

  • Degree in Statistics, Economics, Agricultural Economics, Development Studies, or related field.
  • Minimum of 5 years of experience in M&E of donor-funded agricultural or development projects.
  • Demonstrated expertise in designing M&E systems and conducting quantitative and qualitative analyses.
  • Proficiency in data management software, data visualization, and reporting tools.
  • Strong analytical, report-writing, and presentation skills.
  • Familiarity with AfDB/FAPA or similar donor M&E requirements is an advantage.

The LIFE-ND is planned with a financing gap of six years in the first instance, and an additional six years to be financed in the future by other partners and/or an additional IFAD loan. The project targets establishing over 38,250 agri-business enterprises. The objective of the project is to enhance income, food security and job creation for youths and women using sustainable agri-business development in the Niger Delta. To facilitate implementation of the project in Edo State, it is a requirement to have qualified and competent personnel from the state to fill the vacant position above. Main Responsibilities The State Monitoring and Evaluation Officer (SMEO) will be responsible for operating, coordinating, and facilitating the planning and implementation of all project monitoring and evaluation (M&E) activities at the state level. He/she will oversee the operationalization of the project's Planning, Monitoring, and Evaluation (PME) system and ensure its full integration with other information and knowledge management systems to enable flexibility and responsiveness to evolving project realities. The SMEO will also assess the M&E capacity needs of staff and stakeholders at the state and LGA levels and design appropriate capacity-building interventions. The Officer will work closely with the LGA Desk Officers to ensure coherence and collaboration in M&E implementation across the state. Specific Duties Develop M&E activities for inclusion in the Annual Work Plan and Budget (AWPB). Organize and supervise baseline surveys and assessments of project beneficiaries, in collaboration with consultants. Prepare an M&E Plan, including standardized monitoring and reporting templates. Establish and track indicators for outputs, outcomes, and impacts, ensuring alignment with government and IFAD ORMS (Operational Results Management System) guidelines. Promote participatory planning and M&E by training and involving stakeholders and beneficiaries in data collection and feedback processes. Compile and analyze data for inclusion in quarterly, semi-annual, and annual reports. Monitor both financial and physical progress of project activities and report findings to relevant stakeholders to enhance learning and adaptive management. Capture both the intended and unintended impacts of project interventions, documenting key lessons, successes, and challenges. The RME Officer role is responsible for the ensuring robust service data management in their respective regions, including supporting service delivery teams on use of management information systems (MIS) to collect and input data, documentation storage and analysis of data and production of reports to support our service delivery operations Key Responsibilities Data Administration and Support on MIS: Support the collation of regional monthly service statistics for all service delivery points. Train and provide ongoing support to regional operations staff on the effective use of our MIS, including ORION (DHIS online platform) and CLIC (client database), and other systems as required (which may include mobile data collection devices). Train regional operations staff and support the embedding and use of data validation and performance management tools. Track the usage of data collection and reporting tools and work with regional operations staff to ensure each facility/service provider has availability of the latest up-to-date tools/source documents. Required Qualification, Experience & Skills Degree in Statistics, Management Systems, Social Science, Public Health or related fields; Experience providing technical data related training to non-data (operational) staff is preferred. At least one year of prior experience in a similar post, reporting experience preferred. Experience with public and private health sectors in Nigeria, including familiarity of rural areas, is preferred. Experience working on DFID funded programmes is an added advantage.
