Description

  • The International Institute of Tropical Agriculture seeks suitable Nigerian nationals for the position below at the Institute's Headquarters in Ibadan.

Duties

  • Support the implementation of the I-Youth 2.0 MEL framework and monitoring plan in Nigeria.
  • Track Program activities, outputs, outcomes and indicators against approved workplans and targets.
  • Maintain and regularly update Nigeria's indicator tracking tools and performance records.
  • Conduct routine monitoring visits to project locations to verify implementation progress and reported results.
  • Identify performance gaps and promptly escalate them to the M/E Manager and relevant Program teams.
  • Coordinate the timely collection and collation of Program data from field teams, implementing partners and other relevant stakeholders.
  • Review and validate submitted data to ensure accuracy, completeness, consistency and appropriate disaggregation.
  • Conduct routine data verification and quality checks and follow up on identified gaps or inconsistencies.
  • Ensure adequate supporting documentation and evidence are maintained for reported Program results.
  • Support field teams and partners in the correct application of approved data collection tools, indicator definitions and reporting procedures.
  • Maintain accurate and up-to-date Participant records and databases for I-Youth 2.0 activities in Nigeria.
  • Support the tracking of participants across training, enterprise development, employment and other Program pathways.
  • Support follow-up and tracer activities to monitor participant outcomes, including enterprise establishment and growth, employment, access to finance and market linkages.
  • Ensure Participant information is appropriately disaggregated in line with project and donor reporting requirements.
  • Support the implementation of baseline, midline, endline, tracer studies and other assessments coordinated by the M/E Manager.
  • Assist with field-level planning, data collection, supervision and quality assurance for surveys and assessments.
  • Support the training and supervision of enumerators and other data collectors where required.
  • Participate in field monitoring and verification exercises to assess implementation progress and validate reported results.
  • Maintain and regularly update Program databases, monitoring tools and other MEL records for Nigeria.
  • Support the use of approved digital data collection and management systems.
  • Analyze routine Program data and prepare summaries, tables and performance updates for Program review and decision-making.
  • Provide accurate and timely MEL inputs for monthly, quarterly, annual and donor reports.
  • Work with Program teams to ensure that reported achievements are supported by verifiable evidence and documentation.
  • Document implementation lessons, good practices, challenges and emerging results from Program activities in Nigeria.
  • Support Program review and reflection sessions by providing relevant performance data and evidence.
  • Provide routine MEL guidance and support to Program staff, field teams and implementing partners.
  • Perform other MEL-related duties as assigned by the M/E Manager

Requirements

  • Master's degree or equivalent qualification in Monitoring and Evaluation, Statistics, Economics, Agricultural Economics, Development Studies, Social Sciences or a related field.
  • Minimum of 5 years progressively responsible experience in quantitative and qualitative data collection, analysis and reporting. Previous experience in agriculture, youth employment, entrepreneurship, livelihoods or related development programs is highly desirable.

PATH is currently seeking a Monitoring, Evaluation, and Learning (MEL) Officer who will support critical MEL practices to improve routine immunization coverage in 16 Local Government Areas (LGAs) of Kebbi State, Nigeria. The MEL Officer will be based in Kebbi State and will report to the Senior MEL Officer on this project. The MEL Officer will support MEL activities in a subset of the 16 LGAs, working closely with LGA health officials, local partners, and Mobile Immunization Team (MIT) data collectors to ensure high-quality data are captured and reported through routine health information systems, data are analyzed to assess progress, and results are reviewed and used to inform program design and delivery. Responsibilities Collaborate with Kebbi State and LGA health officials, local partners, and PATH colleagues to support the development of and maintain monitoring, evaluation, and learning strategies to improve routine immunization program planning, delivery, and coverage in Kebbi State. About the MNH-ASSIST Project The Maternal and Newborn Health Accelerated Scale-Up of Sustainable Supply Chain Interventions and Systems Transformation (MNH-ASSIST) project aims to improve the uninterrupted availability, beneficiary access, utilization, tracking, and reporting of MNH bundle commodities across supported health facilities. This will be achieved through multi-stakeholder collaborations that cut across various MDAs including the SMoH, SPHCDAs, DMA/CMS and health facilities, and partners like FIELD Intelligence, C4SD, ACEPHAP, TA Connect, SCIDaR, and CHAI among others. The project seeks to sustainably achieve the following: effective MNH commodities last-mile delivery (LMD) to facilities, improved states capacity to plan, finance, and execute LMD, digitalize states LMIS and enable real-time visibility for logistics data, consumption-driven MNH bundle commodities forecasting/quantification, and strengthened DRF programs to ensure continuous replenishment of MNH commodities. Additionally, the project aims to facilitate affordable access to these bundled MNH services for beneficiaries by leveraging existing government and donor-driven financing mechanisms that protect women and their families from financial risks; these include national and states health insurance schemes, free/subsidized MNCH services integrated into BHCPF 2.0 and HOPE-PHC project, and states free MNCH programs where available. Role Summary The Senior MEL Officer will provide strategic and operational leadership for the design, implementation, and continuous strengthening of the project's Monitoring, Evaluation, and Learning system. He/she will play a critical integrator role, linking data systems (NHLMIS, program dashboards) with programmatic decision-making at central strategic level and across the 5 focus states. The role will directly supervise the MEL Analyst and State Logistics Data Analyst and indirect reports from State Technical Assistants.
