Requirements & Qualifications:

The Community Mobilizer strengthens early identification and referral of children with acute malnutrition, Family MUAC and community participation, timely follow-up of missed visits and non-respondents, safe linkage to care, community feedback and safeguarding, and evidence-based monitoring of PPN/RUTF use. All activities must be carried out with respect, confidentiality, non-discrimination, patient/caregiver participation and close coordination with project, MoH and community teams. Key responsibilities Community strategy, mapping and mobilization Implement the approved community engagement and mobilization workplan with the OptiMA Manager, translating project priorities into weekly field plans and documented community actions. Support respectful management of consent withdrawal and father refusal through confidential counselling, male engagement and leader mediation where appropriate, without coercion or public disclosure of the child/family identity. For non-respondents, conduct or support documented home visits to verify that the child is seen, review RUTF use and dosage understanding, feeding/household barriers, missed appointments, illness/danger signs and referral acceptance. Escalate unresolved high-risk cases, repeated failed tracing, serious clinical concerns or protection-sensitive barriers to the OptiMA Manager/Medical Referent and relevant focal point, with clear evidence of actions already taken. PPN/RUTF integrity and community controls Support residence, child-presence and caregiver verification for new admissions within the agreed 72-hour window in high-risk sites and for sampled cases in standard sites; promptly flag child-not-found, inconsistent details or address exceptions. Participate in risk-based and random household end-use monitoring, checking whether the child is seen, RUTF is present or recently consumed, the caregiver understands the dosage and next appointment, and whether barriers to child-only use exist. When RUTF is absent or use is unclear, record factual findings and classify the reason without blame or stigma; do not make care conditional on punitive measures or public accusations. Escalate suspected sale, sharing, double collection, repeated child-not-found, caregiver avoidance or other diversion signals through the approved incident/escalation pathway and contribute evidence for corrective and preventive actions (CAPA). Sensitize caregivers and community leaders on child-only RUTF use, no sale/no sharing, safe storage, appointment adherence and confidential reporting channels, and collaborate with Nutrition, Pharmacy and M&E on unusual community or consumption signals. Accountability, protection, PSEA and community feedback Promote accessible complaints and feedback channels, including confidential options and pathways suitable for caregivers who may have low literacy, and explain the feedback loop and non-retaliation principle. Systematically collect non-sensitive community feedback, concerns and rumours related to waiting time, staff attitude, eligibility explanations, referral, RUTF use, service barriers and community perceptions, and transmit them through the agreed mechanism. Immediately refer to PSEA, safeguarding, protection or other sensitive concerns through the designated confidential pathway and never investigate or disclose sensitive cases outside the authorized process. Identify social, family and protection-related barriers affecting access to care or treatment adherence and, with informed consent, facilitate safe internal or external referral to MHPSS, protection/social support or other vetted services where available. Maintain a dignified, patient/caregiver-centred approach during community activities and home visits, protecting privacy, agency, confidentiality and the safety of children and vulnerable adults. Profile requirements Education: Essential: Secondary school diploma or equivalent. Experience: Minimum 2 years of relevant experience in community mobilization, health promotion/community engagement or social/community work, including volunteer follow-up, household visits/tracing, community mapping and awareness activities; humanitarian or NGO experience is strongly preferred. MAIN RESPONSIBILITIES Under the technical supervision of the Program Manager, the Medical Supervisor is responsible for providing overall clinical and operational oversight of the Cholera Treatment Unit (CTU). The Medical Supervisor ensures the delivery of high-quality, evidence-based cholera case management, supervises clinical staff, coordinates Infection Prevention and Control (IPC) activities, oversees surveillance and reporting, and supports effective emergency response in accordance with MdM policies, Federal Ministry of Health (FMoH) guidelines, and national cholera treatment protocols. TASKS DESCRIPTION: Clinical Management and Technical Oversight Ensure the implementation of standardized cholera case management protocols within the CTU. Provide clinical leadership and technical supervision to Medical Doctors, Nurses, Community Health Workers (CHWs), and other clinical staff. Oversee the triage, assessment, diagnosis, and management of suspected and confirmed cholera cases. Ensure accurate classification of dehydration status (no dehydration, some/mild dehydration, moderate dehydration, and severe dehydration) and appropriate treatment according to national and WHO guidelines. Supervise the initiation and administration of Oral Rehydration Solution (ORS), intravenous (IV) fluids, antibiotics (where indicated), zinc supplementation for eligible children, and other supportive treatments. Review complicated cases, provide clinical decision support, and coordinate timely referral of patients requiring higher-level care. Conduct regular clinical audits and ensure accurate documentation of patient care in medical records and CTU registers. Monitor the quality of clinical services and implement corrective actions where necessary. CTU Management and Staff Supervision Oversee the day-to-day clinical operations of the CTU to ensure efficient patient flow from triage through treatment, observation, and discharge. Supervise and coordinate the work schedules and performance of CTU clinical staff. Ensure adherence to MdM clinical protocols, standard operating procedures (SOPs), and ethical standards. Conduct regular supportive supervision, bedside mentoring, and on-the-job training for CTU staff. Identify staff capacity gaps and organize refresher trainings on cholera case management and emergency response. Ensure appropriate staff deployment to maintain uninterrupted, quality patient care. Infection Prevention and Control (IPC) Ensure strict implementation of IPC measures throughout the CTU. Supervise compliance with hand hygiene practices, appropriate use of Personal Protective Equipment (PPE), chlorine preparation and use, environmental cleaning, and waste management. Ensure proper isolation and cohorting of suspected and confirmed cholera patients. Monitor adherence to decontamination procedures to minimize healthcare-associated infections. Conduct routine IPC assessments and provide immediate corrective actions where gaps are identified. Coordinate closely with the team to maintain appropriate sanitation and environmental hygiene standards within the CTU. Surveillance, Monitoring, Data Management and Reporting Oversee daily collection, validation, and analysis of CTU data, including admissions, discharges, referrals, deaths, and recoveries. Monitor key performance indicators, including Case Fatality Rate (CFR), bed occupancy, average length of stay, and treatment outcomes. Immediately alert the Program Manager of any increase in mortality, unusual disease trends, or operational challenges. Ensure timely preparation and submission of daily, weekly, and outbreak reports. Participate in epidemiological surveillance, outbreak investigations, and response planning with relevant stakeholders. Ensure completeness, accuracy, confidentiality, and timely reporting of all clinical data. Medical Logistics and Operational Support Oversee the availability, rational use, and accountability of essential medicines, medical supplies, and equipment required for CTU operations. Coordinate with the Pharmacist and logistics team to monitor stock levels of ORS, IV fluids, antibiotics, PPE, chlorine, laboratory supplies, and other essential commodities. Monitor consumption trends and ensure timely forecasting and replenishment of medical supplies. Support the establishment, expansion, or reorganization of CTU infrastructure and patient flow during surge response. Ensure all medical equipment is functional and appropriately maintained. Coordination and Emergency Response Participate actively in MdM coordination meetings, emergency preparedness activities, and outbreak response planning. Coordinate with surveillance, WASH, Nutrition, MHPSS, Logistics, Pharmacy, and other relevant sectors to ensure an integrated cholera response. Liaise with health authorities, supported health facilities, and humanitarian partners when delegated by the Program Manager. OTHERS: Foster and maintain effective working relationships with government health authorities, community leaders, humanitarian partners, and other stakeholders to facilitate successful implementation of MdM interventions. Ensure that all activities are implemented in accordance with MdM policies, humanitarian principles, medical ethics, and national guidelines. The Medical Supervisor ensures the delivery of high-quality, evidence-based cholera case management, supervises clinical staff, coordinates Infection Prevention and Control (IPC) activities, oversees surveillance and reporting, and supports effective emergency response in accordance with MdM policies, Federal Ministry of Health (FMoH) guidelines, and national cholera treatment protocols. TASKS DESCRIPTION: Clinical Management and Technical Oversight Ensure the implementation of standardized cholera case management protocols within the CTU. Provide clinical leadership and technical supervision to Medical Doctors, Nurses, Community Health Workers (CHWs), and other clinical staff. Oversee the triage, assessment, diagnosis, and management of suspected and confirmed cholera cases. Ensure accurate classification of dehydration status (no dehydration, some/mild dehydration, moderate dehydration, and severe dehydration) and appropriate treatment according to national and WHO guidelines. Supervise the initiation and administration of Oral Rehydration Solution (ORS), intravenous (IV) fluids, antibiotics (where indicated), zinc supplementation for eligible children, and other supportive treatments. Review complicated cases, provide clinical decision support, and coordinate timely referral of patients requiring higher-level care. Conduct regular clinical audits and ensure accurate documentation of patient care in medical records and CTU registers. Monitor the quality of clinical services and implement corrective actions where necessary. CTU Management and Staff Supervision Oversee the day-to-day clinical operations of the CTU to ensure efficient patient flow from triage through treatment, observation, and discharge. Supervise and coordinate the work schedules and performance of CTU clinical staff. Ensure adherence to MdM clinical protocols, standard operating procedures (SOPs), and ethical standards. Conduct regular supportive supervision, bedside mentoring, and on-the-job training for CTU staff. Identify staff capacity gaps and organize refresher trainings on cholera case management and emergency response. Ensure appropriate staff deployment to maintain uninterrupted, quality patient care. Infection Prevention and Control (IPC) Ensure strict implementation of IPC measures throughout the CTU. Supervise compliance with hand hygiene practices, appropriate use of Personal Protective Equipment (PPE), chlorine preparation and use, environmental cleaning, and waste management. Ensure proper isolation and cohorting of suspected and confirmed cholera patients. Monitor adherence to decontamination procedures to minimize healthcare-associated infections. Conduct routine IPC assessments and provide immediate corrective actions where gaps are identified. Coordinate closely with the team to maintain appropriate sanitation and environmental hygiene standards within the CTU. Surveillance, Monitoring, Data Management and Reporting Oversee daily collection, validation, and analysis of CTU data, including admissions, discharges, referrals, deaths, and recoveries. Immediately alert the Program Manager of any increase in mortality, unusual disease trends, or operational challenges. Ensure timely preparation and submission of daily, weekly, and outbreak reports. Participate in epidemiological surveillance, outbreak investigations, and response planning with relevant stakeholders. Ensure completeness, accuracy, confidentiality, and timely reporting of all clinical data. Medical Logistics and Operational Support Oversee the availability, rational use, and accountability of essential medicines, medical supplies, and equipment required for CTU operations. Coordinate with the Pharmacist and logistics team to monitor stock levels of ORS, IV fluids, antibiotics, PPE, chlorine, laboratory supplies, and other essential commodities. Monitor consumption trends and ensure timely forecasting and replenishment of medical supplies. Support the establishment, expansion, or reorganization of CTU infrastructure and patient flow during surge response. Ensure all medical equipment is functional and appropriately maintained. Coordination and Emergency Response Participate actively in MdM coordination meetings, emergency preparedness activities, and outbreak response planning.
