Action Against Hunger Nigeria (ACF Nigeria) Ltd/Gte is currently recruiting Field Monitors to support the Monitoring & Evaluation and/or Programs teams in ensuring collection of qualitative and quantitative data. They will ensure accuracy of the data collected by his/her team. He/she will supervise activities such as registration, verification of beneficiaries, household surveys under the direct supervision of ACF staff members, using paper or mobile data collection tools.

Key Responsibilities:

Supervision of data collection team

  • Support in routine monitoring of project activities across supported sites as assigned by ACF
  • Carry out routine supervision and spot checks on the enumerators daily activities
  • Ensure quality of the data being collected by the enumerators
  • Locate and validate each respondent before the questionnaire is administered
  • Provide technical support with data collection tools to enumerators in the field if required
  • Coordinate movements of the enumerators team in the field to reach the determined threshold of respondent according to schedule
  • Ensure proper methodology is implemented for data collection, as per validated ToR
  • Ensure proper handling of the devices by the enumerators

Conduct accurate quantitative and qualitative data collection

  • Conduct mobile or paper data collection depending on the activity implemented
  • Transcribe and take notes from phone interviews when required
  • Ask questions in a clear and kind manner, and ask all the questions exactly as worded
  • Provide live translation of data collection tools
  • Interpret interview results to third party when necessary
  • Interpret the interview findings in English
  • Transcribe the answer in an ordinate and clear way by recording responses accurately
  • Probe to clarify unclear respondents answers when necessary
  • Adhere to survey methodologies trained on by ACF teams

Accountability Mainstreaming

  • Support in implementation of Accountability frameworks across ACF supported locations
  • Monitor field activities and ensure Accountability to Affected population by ensuring beneficiary entitlements are reaching the right beneficiaries as per project design
  • Report any cases or complaints formulated by beneficiaries to the accountability unit
  • Provide feedback and complaint form for stakeholders if required
  • Give feedback to supervisors after each day of data collection

Additional responsibilities

  • This Job Description is not intended to be all inclusive and the enumerator will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task.
  • The enumerator should be flexible and adaptable with regards to the implementation of the daily work/activities.
  • The enumerator is expected to conduct all duties in a professional manner following ACF Nigeria mission staff regulations, Charter of Principles and Core Values.

Position Requirements:

  • Minimum of Diploma in any science or social sciences or any other relevant field
  • Proven experience in supervising field data collection and related activitie
  • Fluency in English and local languages especially Hausa, Kanuri, Shuwa, Fulani (both written and spoken skills)
  • Previous working experience in multiple languages : interpretation and translation skills
  • Possess good interpersonal skills - able to work with diverse stakeholders and partners effectively
  • Have basic computer literacy
  • Have good capacity to work and manage a team.
  • Be strategic in thinking and planning
  • Have demonstrated experience and knowledge of survey procedures and data quality techniques.
  • Have strong verbal and written communication skills
  • Have good understanding and knowledge of the local situation and community dynamics including cultural, gender and protection issues, including ability to effectively convey information in local languages.
  • Previous experience of working with NGOs
  • Proven interest & commitment to humanitarian and development principles and demonstrable understanding of conflict/post conflict development contexts.

In addition to the SHIELDS consortium, ECHO also funds 3 other consortia (DRC-led, Caritas-led and MdM-led) and UN agencies who are all implementing lifesaving interventions in Nigeria. This Terms of Reference defines the scope and requirements for a third-party monitoring (TPM) service provider to independently monitor and assess all 2026 ECHO-funded interventions across Nigeria including SHIELDS. The purpose of the TPM is to provide independent monitoring of ECHO funded partners across Nigeria in efforts to improve implementation quality. This is to ensure robust, independent monitoring of activities funded by ECHO in northwest, northeast, north central and other parts of Nigeria. This will include the monitoring of activities related to supply and management of commodities and supplies (e.g. nutrition, health, food, non-food, etc.) in supported locations by verifying that pipeline gaps are addressed promptly and that no interruption occurs in the treatment of beneficiaries. This is in addition to ensuring that the commodities are reaching the right beneficiaries by tracking the movement of the commodities at the same time monitoring the supported health facilities ensuring that the right beneficiaries are the recipients of humanitarian aid. The main objective of this TPM is to ensure robust, unbiased, and independent monitoring, oversight, control and accountability of ECHO-funded activities. The TPM will provide a landscape for ECHO to ensure monitoring of project implementations and to also provide real time updates of projects funded by ECHO while ensuring activities are implemented which highest quality by immediately addressing the gaps identified during implementation. Purpose of the Position The GTS-COMM-R Grant will digitize the Community Mobilization Monitoring and Reporting Toolkit, which is structured around four key phases: Entry, Planning, Implementation, and Transition. To ensure effective implementation and institutionalization of this digital system at the state level, the project requires a dedicated State Advocacy, Community Engagement and Reporting Coordinator. The primary purpose of this position is to provide strategic leadership in coordinating stakeholder engagement, strengthening advocacy efforts, and ensuring effective implementation of the digitized community mobilization monitoring and reporting framework across all four phases. The coordinator will serve as the organization's representative at the Advocacy, Communication and Social Mobilization (ACSM) Working Group, ensuring visibility, active participation in technical discussions, and alignment with state priorities and partner initiatives. The position will also facilitate collaboration with government agencies, development partners, traditional and religious leaders, and other key stakeholders to strengthen ownership, improve coordination, and support the collection, validation, and utilization of high-quality community engagement data.
