Is Performance Management included in the free plan?

No. Standalone Performance (review cycles, 360s, PIPs, probation) is included on Basic and above, not on Careersome Light. Light tenants see the hub locked until they upgrade. Journeys can still use checkpoints without unlocking the full Performance module.
