A proposal ties one employee to a cycle with their current salary, proposed salary, bonus, and equity. Managers can create proposals for their own direct reports; Admin/HR can create them for anyone.

A gap worth knowing: proposals go straight to pending on submission today, there's no save-as-draft step yet. If you're not ready to submit, hold off creating the proposal rather than expecting to park it as a draft.

The approval chain is real, not cosmetic: Manager approval, then HR review, then Finance/Admin final approval. Each stage can approve, reject, or request changes, and every step is logged for audit, this runs on the server, not just as a UI checklist.

What's not wired in yet: the proposal screen doesn't currently pull in the employee's performance rating to suggest an increase, that integration isn't built. It fails safely rather than guessing, it just doesn't offer a recommendation yet.
